Access Control System Maintenance

This contract solicits maintenance and preventative maintenance services for a single ExacqVision Network Video Recorder and 19 existing AXIS cameras located at Naval Aircrew Candidate School, Building 3828, Pensacola, Florida, under a non-personal services agreement. The work includes annual software updates for the ExacqVision system, four quarterly preventative maintenance visits, and both non-emergency and emergency response services, all performed in accordance with UFC 4-021-02, NDAA Section 889, and other applicable safety, security, and building codes. Performance is required at the facility, with the contractor’s own facility must be located within 60 miles of the worksite. The contract has a 12-month base period beginning June 25, 2026, and three one-year option periods extending through June 24, 2030, with a total potential contract duration not to exceed 48 months. Pricing is firm-fixed-price, and the award will be made to the most advantageous offeror based on technical capability—a pass/fail gate—and a trade-off between price and past performance where price holds greater weight. Technical understanding of the PWS and OEM authorization to service ExacqVision equipment are mandatory requirements for eligibility. The contractor must comply with extensive cybersecurity and compliance obligations including NIST SP 800-171, safeguarding covered defense information per DFARS 252.204-7012, and avoiding equipment or services from prohibited sources such as the Xinjiang Uyghur Autonomous Region or Maduro regime. All personnel must be qualified and certified according to manufacturer standards, and the contractor is responsible for securing all government property, adhering to OPNAVINST 5530.14E CH-2, and obtaining access via DBIDS. The contractor must use WAWF for electronic invoicing and be registered in SAM with a designated point of contact, and invoices must be routed using specified DoDAAC codes. Deliverables include compliance with the CDRL DD1423 for reporting, and quality control is the contractor’s sole responsibility, with inspection criteria requiring zero system downtime due to expired licenses.
