AI Contract Overview
The U.S. Air Force’s 2nd Contracting Squadron at Barksdale AFB intends to award a sole source, firm-fixed-priced contract to ON DEMAND SECURITY CORPORATION for an access control system upgrade at Fort Johnson, Louisiana, under solicitation number FA460826QS031. This action is justified under FAR 12.102, as the government determines that only this one responsible source has the unique technical expertise, certifications, and authorization necessary to install and integrate specific Paxton access control components, including sixteen stainless steel crash bars, seventeen thousand feet of CAT 6 network cabling, and five keypads, into the existing infrastructure without disruption or compromise to security standards. The scope of work requires full removal and disposal of existing hardware, precise installation and functional testing of new components, and verification of seamless system integration—all completed with a clean worksite upon conclusion. Inspection and acceptance will occur on-site at Fort Johnson, Louisiana, based on operational verification of all deliverables, with no external industry standards cited beyond manufacturer specifications. No competitive bidding process is planned, and the government is not obligated to open the requirement to competition even if interest is expressed; however, firms wishing to challenge the sole source determination must submit a formal interest letter demonstrating technical capability, relevant certifications, and authorization to compete, with no expectation of reimbursement for associated costs. The contract does not include defined pricing, CLINs, or contract value estimates, nor does it specify payment details, invoicing methods, packaging requirements, or performance timelines beyond the submission window for challenges, which closes on May 18, 2026. Contract administration is managed by Contracting Officer Mr. Thomas Hutchins and Contract Specialist Ms. Delores Harris, both located at Barksdale AFB, with no designated COR or COTR identified. The NAICS code 238210 classifies the work as electrical and other construction installation services, and no set-aside provisions or socioeconomic considerations are applied. All documentation and procedures reflect a non-competitive, single-source execution grounded in specific technical uniqueness and operational necessity, with no formal evaluation factors, contract clauses, or attachments provided beyond the statement of work.
