The contract pertains to the Access to Financial Institutions (AFI) program managed by the Social Security Administration (SSA), which utilizes a contractor to electronically access and verify financial account information from various financial institutions. This automated process replaces the older paper-based SSA-4641 form verification, allowing for more efficient and secure verification of financial account balances and the detection of undisclosed accounts. Integration with SSA’s automated Supplemental Security Income (SSI) Claims Systems enables seamless electronic request and response processing between SSA and the contractor’s system. Additionally, a secure web application supports financial requests that cannot be processed automatically through the SSI system. The program is operational across SSA field offices nationwide, including all 50 states, U.S. territories, and select regional Office of Quality Review sites. Amendment 0001 to the solicitation extends important deadlines, pushing the question submission deadline to May 18, 2026, at 10:00 a.m. and the proposal submission deadline to May 25, 2026, at 10:00 a.m. Eastern Time. It also updates SSA's subcontracting goals, reflecting changes intended to ensure compliance with organizational objectives. This solicitation, identified by number 28321326Q00000110 and categorized under NAICS code 541519, is managed by the SSA Office of Acquisition Grants in Baltimore, Maryland, with Sean Gahagan serving as the primary point of contact.

The AFI program uses the services of a Contractor to obtain financial account information from financial institutions (FI). The AFI program automates the formerly paper-based Form SSA-4641 verification process with an electronic process to verify financial account balances as well as detect undisclosed accounts. The process is integrated with SSA’s automated SSI Claims Systems, providing electronic SSA-4641 financial account request and response processing between SSA and the Contractor’s system. In addition, a secure website application provides SSA-4641 financial request and response processing for requests that cannot be processed via the MSSICS SSI Systems automated process. The AFI program is currently operating in SSA FOs in all 50 states, the District of Columbia, the Commonwealth of the Northern Mariana Islands, Guam, American Samoa, Puerto Rico, the Virgin Islands, and in 10 regional Office of Quality Review (OQR) field sites.
