Full Description

The IRS intends to award a sole source contract to Bureau Van Dijk, 55 Broad St, 14th Floor, New York, NY. IRS plans to purchase International Business data to enhance compliance research capabilities for international business taxpayers, and to help us better understand business and financial structures and dynamics for foreign-owned or subsidiary business and corporations, both publicly and privately held. To enhance efforts in Compliance, Money Laundering, Research and Analyses, IRS is looking to measure the independence of private companies internationally. We are seeking ownership and shareholder structure information down to 1% ownership share. Bureau Van Dijk is the only information provider that has created an Independence Indicator to characterize the degree of independence of a company with regard to its shareholders down to this level of ownership. All responsible sources that can provide the above requirement at prices, terms and conditions equal to or better than those which can be provided by Bureau Van Dijk should submit clear and convincing data in writing substantiating an ability to furnish the entire requirement. Responses to this notice must be received within fifteen (15) business days of the date of publication of this synopsis. All responses shall include: Price(s); FOB point; Point of Contact (name and telephone numbers); GSA contract number if applicable; delivery date; business size; payment terms; Taxpayer Identification Number; Dun& Bradstreet number. Any responses can be sent electronically to the following address: angela.floyd@irs.gov. In addition responses can be sent by facsimile at (202) 283-1533. Facsimile responses must contain signatures, and be received by the time specified in this synopsis, and may not exceed 10 pages. All responses must reference this number TIRNO-10-R-00023. If a response is received that meets the Governments requirement, and analysis of both technical and pricing documentation indicates that a competitive acquisition would be more advantageous to the Government, a formal solicitation may be issued. No solicitation document exists for this requirement. Requests for the same will be considered non-responsive, if no compelling responses are received, award will be made to Bureau Van Dijk. Note 22
