The City of Detroit Office of Contracting and Procurement (OCP) on behalf of the Office of Mobility Innovation (OMI) and the Department of Transportation (DDOT) requests proposals from qualified Respondents to render certain technical or professional services ("Services") as set forth in this RFP to provide a phased Accessible & Autonomous Mobility Service, known as Accessibili-D 2.0. This initiative builds upon the original Accessibili-D pilot and advances a sustainable hybrid model combining manually operated and SAE Level 3 autonomous vehicle (AV) operations. The selected vendor will launch an interim manually operated service (Phase 1), transition to a hybrid manual-plus-AV model (Phase 2), and scale toward majority autonomous service over the contract term (Phase 3).
