ACIC Building 3275 JBLM Intrusion Detection System (IDS)/ Access Control System (ACS) Install

The contract is for the design, engineering, procurement, and installation of a new Intrusion Detection System (IDS) and Access Control System (ACS) at Building 3275 on Joint Base Lewis-McChord, Washington, to be fully integrated with the existing INSCOM Digital Monitoring Products (DMP) IDS. The work must comply with stringent technical standards including CNSSAM TEMPEST 1/13, ICD 705, ISEC I3A guidelines, and BICSI Series standards for cabling, labeling, shielding, and conduit installation, alongside local base and industry norms. The contractor is required to conduct an initial walkthrough with all stakeholders, develop a detailed Bill of Materials with sole-source justifications for items over $2,500, and submit deliverables including draft and final as-built drawings, a Test and Acceptance Plan, and a Final Test Report confirming system compatibility and zero deviation from specifications. All work is to be performed Monday through Friday between 0730 and 1630, with 100% inspection conducted by the Government’s Contracting Officer’s Representative at the installation site. The solicitation is a Total Small Business Set-Aside under FAR 19.5, with evaluation based on Lowest Price Technically Acceptable (LPTA), meaning only proposals deemed technically acceptable will be considered, and award will go to the lowest-priced offer among them. Contract type is Firm Fixed Price, with a six-month performance period beginning after award, and no option periods are included. Mandatory requirements include submission of DD Form 254, adherence to System for Award Management (SAM) regulations, compliance with cybersecurity safeguards under FAR 52.204-7012, and use of Wide Area Workflow for invoicing. No personnel security clearances are required, but all contractor staff must possess government-issued ID for site access.
