AI Contract Overview

The Department of the Interior, through the USGS, intends to award a sole source purchase order to Teledyne RD Instruments for an Acoustic Doppler Current Profiler. This specific equipment is required to ensure compatibility with existing USGS systems and provides unique capabilities, including the simultaneous acquisition of extended interval high-frequency measurements and shorter interval data. The device is further distinguished by its redundant four acoustic beam configuration, which prevents data loss during beam failure and enables the measurement of turbulence, a feature unavailable in three beam systems. The solicitation, numbered G11PS00059, was posted on January 21, 2011, with an estimated delivery date of February 25, 2011. While Teledyne is identified as the only known source capable of meeting these technical requirements, other interested parties were invited to submit capabilities statements by January 28, 2011, to determine if competitive opportunities existed. The procurement falls under NAICS code 334511 and is managed by the Office of Acquisition and Grants.

Full Description

This is a notice of intent to award a sole source purchase order for a Teledyne RD Acoustic Doppler Current Profiler to work in tandem with existing USGS owned Teledyne RD Acoustic Doppler Current Profilers. The RD Instruments' ADCP is the only known Acoustic Doppler Current Profiler that allows measurements of extended interval (20 minutes of 2 Hz measurements every hour) of higher frequency current measurements while also providing uninterrupted acquisition of shorter interval data (90 seconds of 1 Hz data every five minutes). The ability to simultaneously measure and store these two sampling requirements yields a unique data set from a single instrument that cannot be duplicated even with deployment of 2 separate current measuring instruments due to signal interference. Of interest is that the RD Instruments profiler is the only one of its kind made with a redundant four acoustic beam configuration, which is useful when one beam gets blocked or fails, and to evaluate the quality of the data. The four beam configuration also allows measurement of turbulence, which is not possible with three beam systems. Based on the above requirements, we intend to - negotiate on a sole source basis with Teledyne RD Instruments. Other interested concerns having the ability to meet the USGS requirement may submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement at 2:00 PM PDT. All submissions will be evaluated to determine if competitive opportunities exist. Teledyne is the only known source to provide this unique equipment. Estimated delivery date is February 25, 2011. Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
