The National Institutes of Health, through its Office of Acquisition and Logistics Management, intends to award a non-competitive contract to Bio-Rad Laboratories for the procurement of a ChemiDoc Go Imaging System to support prostate cancer research within the Genitourinary Malignancies Branch of the National Cancer Institute. The current imaging system has failed due to a discontinued UV illumination drawer and can no longer be repaired, disrupting critical laboratory workflows used by over ten researchers for visualizing chemiluminescent western blots and agarose gels. The replacement will maintain operational continuity without requiring staff retraining or new infrastructure, as the new system is compatible with existing accessories and sample handling equipment. The acquisition will be conducted under the Federal Acquisition Regulation’s Simplified Acquisition Procedures, not exceeding the $350,000 threshold, and relies on statutory authority allowing single-source procurement without full competition. The contract is classified under NAICS code 334516 with a small business size standard of $1000, and no set-aside is applicable. All responses must include a technical and cost proposal, period of performance, Unique Entity ID, Taxpayer Identification Number, business size certification, and active SAM registration, and must be submitted electronically to the contracting officer by July 9, 2026, at 9:00 AM Eastern Time. While this is a presolicitation notice with no requirement for competitive bidding, the government will consider any submitted capability statements to determine whether to maintain a non-competitive award or initiate a competitive process. The procurement is authorized under FAR Part 13, exempting it from full competition requirements, and will incorporate all applicable provisions through FAC 2026-01. The instrument will be delivered and deployed at the NIH campus in Bethesda, Maryland.

Description

INTRODUCTION

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).

The National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to:

BIO-RAD LABORATORIES

2000 Alfred Nobel Drive

Hercules, CA 94547

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 334516 with a Size Standard $1000.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2026-01, March 13, 2026. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($350,000).

STATUTORY AUTHORITY

This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.

GENERAL INFORMATION

  1. Title: Acquisition of a Bio-Rad ChemiDoc Imaging System for the Genitourinary Malignancies Branch (NCI/CCR/GMB)
  2. Background Information: The U.S. Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Genitourinary Malignancies Branch (GMB) requires the procurement of a Bio-Rad ChemiDoc Go Imaging System to support prostate cancer research. The GMB laboratories currently rely on the imaging system for visualization of chemiluminescent western blots and agarose gels. This system is no longer functional due to failure of the UV illumination drawer, and the manufacturer has discontinued support, making repair impossible. This instrument is used by over 10 researchers and is essential for routine laboratory workflows. Imaging of western blots and agarose gels is a fundamental requirement in modern molecular and cell biology research. Replacement with a newer model of the same system ensures continuity of operations without requiring retraining of staff, additional laboratory space, or replacement of compatible accessories such as sample trays and printers..

Notice of Intent to Noncompetitively Acquire Board PrototypeThe National Institute of Standards and Technology (NIST) intends to noncompetitively acquire a specialized memory characterization board prototype, known as Daffodil3, from Ectron Corporation under the authority of FAR 12.102(a). This acquisition is for the fabrication and assembly of a complex printed circuit board designed to characterize custom analog memory devices used by researchers and industry partners. The board includes multiple high-precision components such as Analog to Digital Converters, Digital to Analog Converters, operational amplifiers, analog multiplexers, digital potentiometers, an FMC module, a 256-pin socket for custom memory devices, and an Avnet Ultrascale+ SOM. The board must be manufactured using FR4 or FR408HR material with Class II inspection standards, and all required components except the memory socket must be included. NIST has determined that Ectron is the sole source capable of meeting the exact technical specifications because the Daffodil3 prototype was originally developed and fabricated by them, and any deviation in process or design would invalidate ongoing research and cause significant project delays. Market research conducted between July 2025 and June 2026 confirmed no other vendor can replicate Ectron’s proprietary fabrication methods or ensure compatibility with prior experimental results. This notice is not a solicitation for quotes, and no formal solicitation document will be issued. However, any company believing it can meet or exceed NIST’s requirements is invited to respond by the deadline of July 13, 2026, with detailed information including its Unique Entity Identifier from SAM.gov, a description of its technical capabilities, evidence of authorization if acting as a reseller, and any other data to support competitive potential. The North American Industry Classification System code for this acquisition is 334516, reflecting its classification under analytical laboratory instrument manufacturing. The award, if no competitive response is received, will be issued as a sole source contract to Ectron Corporation based in San Diego, California, with performance expected in Gaithersburg, Maryland. The primary point of contact for inquiries is Cielo Ibarra at NIST.
