The Federal Aviation Administration has established multiple Blanket Purchase Agreements (BPAs) for the acquisition of miscellaneous electrical, electronic, and mechanical/industrial products. These supplies support the maintenance, repair, and overhaul of National Air Space System (NAS) equipment, as well as Environmental, Occupational, Safety and Health programs. The BPAs were awarded to AnA Sourcing LLC, Line Drive Logistics LLC, Newark Corporation, Technical Communities dba TestMart, and W.W. Grainger Inc. These agreements feature a program ceiling of 6,000,000 dollars and a five-year period of performance beginning January 1, 2026. Under these agreements, the FAA issues call orders through the LCSS system, which are fulfilled via the contractors' web-based commercial catalogs. Performance is measured by strict delivery priorities of 24-hour, 48-hour, and 8-day turnarounds. All products must meet rigorous packaging and marking standards, including MIL-STD-129R for labeling and ANSI-ESD S20.20 for electrostatic discharge sensitive items. Invoicing is managed electronically through the Delphi web portal, and final inspection and acceptance occur at the destination. Award decisions were based on a best-value trade-off approach, primarily evaluating price, including discounts, and availability or delivery.
