Actuarial Service Mine Reclamation

The Ohio Department of Natural Resources, Division of Mineral Resources Management, is soliciting actuarial consulting services for the Reclamation Forfeiture Fund through June 30, 2027. The selected firm will analyze the fund's fiscal soundness, project revenues and expenses, and evaluate long-term liabilities beyond ten years. The scope of work includes researching alternative bonding and severance tax structures and conducting a comparative analysis of coal mining reclamation and bonding practices in West Virginia, Virginia, and Kentucky. Key deliverables include preliminary and final work plans, a comprehensive written report with recommendations, and essential onsite meetings, including an exit conference with the Reclamation Forfeiture Fund Advisory Board. To qualify, the consulting firm must have at least ten years of experience in the insurance industry and employ at least one FCAS or FSA, with a preference for those with direct experience in reclamation forfeiture funds. Bidders must submit three references and three work samples from similar projects, preferably completed within the last five years. The contract will be awarded to the lowest responsive and responsible bidder, with preferences applied for Buy American, Buy Ohio, and Veteran-Friendly Business certifications. All proposals must be submitted via Ohio Buys, and the winning contractor must provide a not-to-exceed pricing amount. The agreement is governed by the State of Ohio's Standard Terms and Conditions, which include strict prohibitions on offshore services and data storage outside the U.S. Contractors must adhere to NIST cybersecurity frameworks and accessibility standards such as WCAG 2.1 Level AA. Payment is processed via electronic funds transfer or state payment card, typically within 30 days of receiving a proper invoice. Deliverables are provided F.O.B. Destination, and title passes to the State upon formal acceptance of the work.
