Solicitation SPRPA1-26-Q-ZC18 is a small business set-aside request for quotations issued by DLA Aviation at Philadelphia for the procurement of an Electro-Mechanical Actuator (NSN 1680-00-410-6231). This item is designated as a Critical Safety Item, meaning it requires engineering source approval by the design control activity to maintain quality. Offerors must be government-approved sources of supply; distributors are required to submit an authorized distributor letter on the source's letterhead at the time of proposal submittal to be deemed technically acceptable. The government intends to make a single award based on the most advantageous offer, with past performance weighted as more important than price. Quotations are due by October 26, 2026, with a required delivery timeframe of 90 days. The contract mandates strict adherence to military standards, including MIL-STD-2073-1 for packaging, MIL-STD-129 for marking, and NIST SP 800-171 for cybersecurity. Invoicing and payment must be processed electronically through the Wide Area Workflow system using a 2:1 combo invoice and receiving report. Inspection and final acceptance of supplies will occur at the contractor's location. Key regulatory requirements include compliance with the Buy American and Balance of Payments Program, Item Unique Identification (IUID) marking, and specific electrostatic discharge protection standards.
