The Department of Defense, through the 424th SCMS Supply Chain Management Squadron at Tinker Air Force Base, Oklahoma, has issued a Sources Sought Synopsis to identify capable sources for the new manufacture of the Actuator, Electro-Mechanical, NSN 1680-01-653-3265KT, Part Number R15062-6, intended for use on the KC-46 aircraft. This notice is strictly for market research and does not constitute a solicitation or commitment to award a contract; no pricing, delivery schedule, or period of performance is specified. Respondents must demonstrate the ability to perform the full manufacturing cycle including procurement of component parts, inspection, testing, preservation, packaging, and shipping, alongside supply chain management responsibilities such as forecasting production needs, securing long-lead items, and mitigating diminishing manufacturing sources and material shortages. Potential suppliers may also be required to absorb nonrecurring engineering costs to qualify as an approved source. Technical data must be independently acquired if not provided, and sources must comply with the Qualification Requirements referenced in the Manufacturing Qualification Requirements synopsis available on SAM.gov using the keyword MQR-PSD-1. Interested parties are required to submit a Source Approval Request (SAR) package via the DoD SAFE portal and provide comprehensive business information through email submission to 424.scms.afmc.rfi.responses@us.af.mil by June 24, 2026. The submission must include company name, address, CAGE code, Unique Entity ID, point of contact, phone, email, website, NAICS code classification under 336413 with a size standard of 1,250 employees, and affirmative statements regarding socioeconomic status including Small Business, Woman Owned, Small Disadvantaged Business, 8(a), HUBZone, Veteran Owned, and Service Disabled Veteran Small Business certifications. Ownership must be disclosed as domestic or foreign, with country of ownership specified if foreign. Engineering drawing requests must be submitted via Excel spreadsheet to the Tinker Engineering Drawings Public Sales Desk. All communications must follow designated channels; direct contact with the posting originator is prohibited. Responses must be in written form only, with no oral submissions accepted. The government will use this information to inform future procurement decisions but does not intend to award a contract based on this notice.
