Adaptation of TUK-108/1 SNF Transportation and Storage Casks

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TUK-108/1 Transportation and Storage Cask Adaptation Work. The Defense Threat Reduction Agency(DTRA) intends to award a sole source firm fixed price (FFP) contract to the Russian Joint Stock Company, N.A. Dollezhal Research and Development Institute for Power Engineering(NIKIET) for the adaptation, testing and transportation of spent nuclear fuel casks. Under this effort, NIKIET will design, manufacture, deliver, test and transport 28 external canisters and associated gaskets, plugs, and zip kit (spare parts set) to modify five TUK-108/1 casks with the overall responsibility for project management, integration, and subject matter expertise. This equipment will be transported to the Atomflot facility in Murmansk then to Gremikha. Upon completion of final acceptance testing at Gremikha, the modified TUK 108 casks will be loaded with SNF and transported to the accumulation pad at Atomflot. The anticipated award date is July 8, 2011. The statutory authority for this non-competitive action is derived from 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation(FAR) 6.302-1, Only One Responsible Source. No other sources have been determined to have the experience and knowledge required for the adaptation work. This announcement does not commit the Government to make a contract award.
