ADAPTER, TIE DOWN

The Department of National Defence is soliciting bids for 412 ADAPTER, TIE DOWN units, with 206 units to be delivered to CFB Halifax, Nova Scotia and 206 to CFB Esquimalt, British Columbia. The required item is identified by part number PH285N-1, GSIN 5340, and manufacturer NCAGE 94658, with Peck & Hale, LLC specified as the prime manufacturer; equivalent or substitute products are permitted provided bidders submit full documentation including brand name, part number, NCAGE, and evidence of equivalence in form, fit, function, quality, and performance. Items must be new production from the manufacturer or an accredited agent, fully conforming to the latest specifications in effect at the bid closing date, and packaged individually per unit. Certification requirements include confirmation of manufacturer source, compliance with the Federal Contractors Program for Employment Equity, submission of a Declaration of Convicted Offences, and provision of OEM documentation for any replacement parts. Proposals must be structured in three distinct sections: Technical Bid, Financial Bid, and Certifications, and are subject to pass/fail gates including compliance with all solicitation requirements, mandatory technical criteria, absence of exchange rate risk provisions, and accuracy of all certifications, any failure of which renders the bid non-responsive.
