The contract pertains to the construction and improvement of the Bill Baggs Cape Florida Overwater Viewing Platform and Bulkhead, with a project scope that includes installing durable composite decking, railings, and pressure-treated lumber in accordance with specified standards. The work is scheduled for a base period of 180 days, extendable by an additional 180 days if an alternate scope doubling the work is awarded. The project is under the jurisdiction of Miami-Dade County, which requires the contractor to include permit costs in their bid, although major environmental permits such as DERM, USACE, and SFWMD have already been paid by the Florida Department of Environmental Protection and are not the contractor’s responsibility. Material specifications emphasize high-performance composite products like WearDeck or Trex, with strict deflection and structural criteria, and hardware must meet ASTM A316 standards. The contractor must sign and include the addendum with their bid, acknowledging receipt, or face potential rejection. The contract documentation references several key standards and permits but does not specify formal FAR clauses or detailed evaluation criteria within the addendum. Instead, it clarifies responsibilities regarding permits, permits fees, and material standards, and sets procedural requirements for bid submission. The project emphasizes compliance with local jurisdictional requirements, material quality, and timely completion, with the Florida Department of Environmental Protection serving as the primary administrative contact. Overall, the contract combines technical specifications, permit responsibilities, and procedural instructions to guide bidders in preparing compliant proposals for a federally funded construction project within a defined performance schedule.
