Addendum to Roseland Area/Sebastopol Road Specific Plan EIR

The Hearn Avenue Community Hub project, located at 976, 980, and 1004 Hearn Avenue in Santa Rosa, California, involves the permanent development of 4.61 acres of land. The scope of work includes the construction of a 20,400-square-foot fire station, a 27,000-square-foot regional library, an on-site parking lot, bioretention areas, and landscaping. Additionally, the project will feature extensions of Dutton Avenue and the Colgan Creek Multi-Use Path. Site activities will require heavy equipment for grubbing, grading, utility trench digging, and paving, with a total project footprint of 4.91 acres when including temporary material stockpiling and staging areas. A critical component of this project is its environmental impact and regulatory compliance regarding the California tiger salamander, a threatened species under the California Endangered Species Act. The development will result in impacts to 4.65 acres of habitat, consisting of 4.35 acres of permanent impacts and 0.30 acres of temporary impacts. To address the expected incidental take of this species, the California Department of Fish and Wildlife has issued Incidental Take Permit No. 2081-2024-066-03. The City of Santa Rosa serves as the lead agency for this project, which received formal approval and a Notice of Determination on September 18, 2025.
