ADHESIVE

The solicitation seeks a Type II, non-solvent, high viscosity acrylic-monomer base adhesive conforming to SAE Specification AMS-A-8576 Revision A dated June 1, 2016, intended for bonding acrylic plastics, with each unit consisting of one pint of base and the required amount of catalyst and promoter. The material is identified by NSN 8040-00-526-1910, with a total procurement quantity of 2 kilotons and a delivery requirement of 10 days after award to Fort Campbell, with FOB destination terms. The adhesive has a non-extendable shelf life of six months, and all packaging and marking must comply with MIL-STD-129R and MIL-STD-2073-1E, including the lot or batch number on the label and specific hazardous material warnings such as "FLAMMABLE AND TOXIC, PROVIDE ADEQUATE VENTILATION, AVOID SKIN CONTACT AND BREATHING VAPORS" and "STORE IN A COOL PLACE, UNDER NO CIRCUMSTANCES ABOVE 140° F." The adhesive must be packaged according to DLA Packaging Requirements for Procurement (RP001), with intermediate containers following specified size-based options including D3 or 4G boxes for kits under one gallon, or alternative methods like heat-shrink or adhesive bonding for can-based kits. The Government requires submission of a Safety Data Sheet (SDS) in accordance with 29 CFR 1910.1200 and Federal Standard 313F prior to award, along with compliant HCS labels, and suppliers must certify employee training on these requirements. Offers using additive manufacturing are disqualified, and failure to submit the SDS results in nonresponsibility.
