ADHESIVE

This contract specifies the procurement of a one-gallon adhesive kit consisting of base resin and curing agent in separate containers, identified by NSN 8040-01-519-3388 and part number 93-104 from DOW SILICONES CORPORATION, with a required quantity of three kits. The product is black in color and subject to a non-extendable 12-month shelf life under Type I (Code H) requirements. All packaging must comply with MIL-STD-129, including the mandatory inclusion of lot or batch numbers, and each kit must be contained in a single D3 or 4G box if hazardous, properly cushioned and labeled as part of a kit if multiple boxes are used. The adhesive is classified as a hazardous material, requiring submission of Safety Data Sheets and HCS-compliant labels prior to award, along with employee training on the updated Globally Harmonized System standards. Packaging, marking, and shipping must adhere to DLA’s procurement requirements, MIL-STD-2073-1E, and IP025 for hazardous materials, with storage temperature limited to 89.6°F for both components. Delivery is FOB destination within five days of contract award, with zero variance allowed on quantity, and inspection and acceptance occur at the destination. Shipment must be sent via traceable freight, not parcel post, to the designated Langley AFB address, with RDD 777 and project code TP 1 referenced. CMMC Level 2 self-assessment compliance and handling of Covered Defense Information are required, and the solicitation closes on July 14, 2026, for performance beginning July 10, 2026.
