1.0 Description of Requirement
This is a solicitation for commercial products prepared in accordance with the format in FAR 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The 419th Contracting Support Brigade (CSB) intends to award a Firm-Fixed-Price (FFP) contract for skid steer attachments to modernize the Airfield Damage Repair (ADR) capabilities of the 161st Engineer Support Company (161 ESC), 20th Engineer Brigade (EN BDE).
The Government intends to procure skid steer attachments in support of 20th EN BDE ADR operations. The attachments will support construction, earthmoving, mobility, and area repair tasks. The Government requires a complete saw package (including 36-inch and 42-inch diamond blades, hydraulic hose kits, auxillary power modifications, and 24-volt modifications) and a hydraulic rock breaker capable of cutting up to 18-inch-thick reinforced concrete. Items shall be delivered in new condition, include all required components, and be compatible with the Government's existing skid steer equipment (M400T Loader Skid Steer, LIN: L77147) and the IHMEE Tractor Wheeled Individual (LIN: H53576).
The Government anticipates a single Firm-Fixed-Price (FFP) award. All equipment must be delivered FOB Destination and ready for use no later than 01 June 2026. Delivery and standard commercial warranty information shall be included, as applicable.
2.0 Set-Aside Status
Market research has concluded that a reasonable expectation of receiving offers from two or more responsible small business concerns exists. Therefore, in accordance with FAR Part 19, this acquisition is issued as a 100% Total Small Business Set-Aside. All offerors must be certified as a Small Business under NAICS code 333120 to be eligible for award.
3.0 System Registration Requirements
The Contractor must be registered in Wide Area Work Flow (WAWF) for contract payment. To register and access WAWF, go to https://piee.eb.mil/.
As prescribed in FAR 52.204-7, interested parties must be actively registered with the System for Award Management (SAM) under NAICS Code 333120 at the time of quote submission. Representations and Certifications must also be on record. SAM registration is free and done through the website at https://www.sam.gov.
