Advance Clustering Technologies HPC Cluster BPA

The Naval Surface Warfare Center, Carderock Division is establishing a five-year, multi-award, unpriced Blanket Purchase Agreement (BPA) for the procurement of Advanced Clustering Technologies (ACT) brand high-performance computing clusters on a brand-name basis. The BPA, issued under solicitation N0016726Q1092, is a small business set-aside with a total ceiling of $9,000,000 across all orders, and individual task orders are capped at $900,000. The scope includes delivery of ACT HPC cluster components such as management and login servers, compute and storage nodes, InfiniBand fabric, network switches, rack and power distribution units, and associated data transfer equipment, along with comprehensive installation, configuration, integration, and onsite training services. All performance and delivery will occur at the NSWCCD facility in Bethesda, Maryland, with FOB Destination terms requiring the contractor to bear transportation risks until delivery. Pricing is not included in the BPA itself; instead, firm fixed prices will be determined at the time of individual task order issuance using a Lowest Price Technically Acceptable (LPTA) evaluation process, where technical acceptability serves as a mandatory gate and price is the decisive factor among qualified offerors. Offerors must be authorized resellers or distributors of ACT and must fully comply with the Performance Work Statement, including technical specifications and standards. Items must be uniquely identified per MIL-STD-130 using Data Matrix codes per ISO/IEC 16022 with Application Identifiers from ISO/IEC 15434, and shipment marking must adhere to MIL-STD-129. Invoicing is mandatory through the Wide Area WorkFlow system, and payment processing will be handled via the designated DoDAAC N62825. All contractors must comply with a broad range of federal regulations covering business ethics, anti-gratuity provisions, cybersecurity, supply chain risk, counterfeit parts avoidance, cloud computing, export controls, prohibited countries and entities, whistleblower protections, and antiterrorism training. The contract requires submission of CAGE and UEI codes, small business size status verification, and adherence to commercial item acquisition rules under FAR 52.212-2.
