Advance Contract Award Notice Accommodation Services Fall 2022 – Cologne, Germany1.0 – Advance Contract Award Notice (ACAN):An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.2.0 – Definition of the requirementThe Department of National Defense has a requirement to provide support for the provision of accommodation services for Canadian Armed Forces (CAF) personnel (pers) in Cologne, Germany in support of Third Location Decompression (TLD) programs. The contractor must provide accommodation services for approximately 250 CAF personnel staggered throughout the period of 27 October 2022 to 30 November 2022.3.0 – Criteria for Assessment of the Statement of Capabilities (Minimum Essential Requirements):Any interested supplier must demonstrate by way of a statement of capabilities that it meets all of the following mandatory requirements:MT1: The Contractor must provide rooms in accordance with the number, types and dates as outlined in the Annex A Statement of Work (SOW), Table 2.1 and defined in Annex A SOW, Para 1.3.1 & 1.3.2MT2: The Contractor must provide conference/meeting rooms in accordance with the number and dates as outlined in Annex A SOW, Table 2.1MT3: The Contractor must provide parking in accordance with the number and dates as outlined in Annex A SOW, Table 2.1MT4: The accommodation facilities must be located within the geographical boundaries of the map in Annex A SOW, Para 2.3.8. and Figure 2.1See Annex B (attached) and SOW (attached) for detailed information.4.0 – Applicability of trade agreement(s) to the procurement:The procurement is subject to the following trade agreement(s):Canadian Free Trade Agreement (CFTA)5.0 Justification for Pre-Identified Supplier:The pre-identified supplier is the only supplier that can meet all the mandatory criteria as listed in Section 3.0.
