The U.S. Army Corps of Engineers, New York District, is issuing a presolicitation for maintenance dredging of the Sandy Hook Federal Navigation Channel in New York Harbor, with the purpose of removing approximately 190,000 cubic yards of shoaling material—primarily sand and gravel—to restore the channel to a depth of -35 feet Mean Lower Low Water plus a 2-foot allowable overdepth. The dredged material will be transported by ocean-going barges and tug boats and placed at the Sea Bright Offshore Borrow Area, located five miles southeast of Sandy Hook Point, New Jersey, ensuring compliance with all federal, state, and local environmental regulations for that placement site. The work is to be executed using a mechanical dredge with a clamshell bucket, and the contractor must achieve a minimum daily production rate of 8,000 cubic yards. Contract performance is tightly constrained: work must commence no later than five calendar days after receipt of the Notice to Proceed, with all basic work required to be completed within 60 calendar days of that notice, and the Notice to Proceed itself will be issued within 14 days of contract award, expected in August 2026. Liquidated damages of $3,260 per calendar day will be assessed for any delays beyond the 60-day completion window. The estimated contract value between $1 million and $5 million reflects the scope, equipment, and logistical demands of the operation. This is an unrestricted procurement under NAICS code 237990, with no set-asides applicable, and while the solicitation number is W912DS26BA018, formal contract clauses, evaluation factors, pricing line items, packaging requirements, or certifications are not enumerated in the presolicitation. Proposal submissions are due by May 14, 2026, with the solicitation anticipated to be released in June 2026, and all performance activities will center on the Sandy Hook Channel with disposal at the Sea Bright site, administered from the New York District office.

Proposed Dredging - Maintenance Dredging of Sandy Hook Channel, New York Harbor, Federal Navigation Project.
Background Information

The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of the New York Harbor, Sandy Hook Federal Navigation Channel. The dredged material would be dredged and subsequently transported to and placed at the Sea Bright Offshore Borrow Area (SBOBA), 5 miles southeast of Sandy Hook Point, NJ. The proposed maintenance dredging would remove approximately 190,000 cubic yards of selected critical shoals from the Sandy Hook Channel. Dredging would be required to a depth of -35 feet Mean Lower Low Water (MLLW) plus 2 feet of allowable overdepth. The dredged material is expected to consist primarily of sand and gravel.

The purpose of the proposed work is to alleviate the effects of shoaling and restore the authorized project dimensions, thereby providing safe and economical use of Sandy Hook Channel by military, commercial and recreational boating interests while providing future beneficial use of the dredged material.

Based on past dredging cycles, it is recommended that the proposed work only be performed by utilizing a mechanical dredge with a clamshell bucket. Additionally, multiple ocean-going barges, tug boats and ancillary equipment will be needed to perform the dredging, transport and placement activities. The entire channel will generally not require maintenance dredging; only areas where shoaling has reduced the depth of the channel will require dredging. The dredged material would be required to meet all federal, state, and local criteria required by the government agencies having jurisdiction where the placement site is located.
The Contractor will be required to commence work within five (5) calendar days after the date of receipt of the notice to proceed, and to prosecute said work diligently and to complete all basic work ready for use not later than ninety (60) calendar days after the receipt by him of the notice to proceed (NTP). The contractor is required to maintain an integrated production of at least 8,000 cubic yards per calendar day.

The work is estimated to cost between $1,000,000 and $5,000,000. Solicitation for the subject project is expected to be available in June 2026, with bid opening in July 2026. It is the intention of the government to award in August 2026 and issue the NTP within fourteen (14) calendar days of the award date.

Liquidated Damages of $3,260.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete.

This is an unrestricted Procurement.

DeLong Pier Repair
Solicitation # W912DS26BA035
The US Army Corps of Engineers New York District intends to award a Firm Fixed Price contract for comprehensive repairs to the DeLong Pier at Pitauffik Space Base, Greenland. This competitive Invitation for Bid is restricted exclusively to Danish and Greenlandic firms, with an estimated project value between 1 million and 5 million dollars. The scope of work includes underdeck structural repairs such as replacing caisson jacket seam bolts and cleaning pile anodes, replacing approximately 500 square feet of timber decking, and blast cleaning and recoating handrails. Additionally, the project requires the installation of two new barge drains and the repair of eight shoreline erosion locations and one sinkhole using rock fill, gabion baskets, and sand geotextile fabric. Due to the remote location of Pitauffik Space Base, all personnel and supplies must be transported via air or sealift, with specific shipping windows from Norfolk, Virginia, and Copenhagen, Denmark. Exterior work is strictly limited by seasonal constraints, typically occurring between June and September, with potential extensions into May or October. Contractors must account for the lack of local labor and materials, as well as the presence of permafrost extending up to 1,600 feet deep. The solicitation is identified under number W912DS26BA035 with a response deadline of September 25, 2026.
