Combined Presolicitation/Solicitation & Notice of Intent of Sole Source

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Description of Requirement

This requirement is for one (1) immediate software suite acquisition to systematically upgrade current Antenna Pattern testing capabilities.

Please see attached SF 1449 and Statement of Requirement for further details.

Contracting Agency: AFTC/PZZG

Solicitation Number: FA930226Q0113 ***Please include the solicitation number in all communications.

Quotation Deadline: 24 August 2026 at 8 AM PDT

NAICS: 513210 Software Publishers

PSC: 7A21

Defense Priorities and Allocation System (DPAS): N/A

The Department of War (DoW) intends to negotiate on a sole source basis with NSI-MI for the procurement of A4 Software Enterprise Suite.

Notice of Intent to Sole Source

Statutory Authority: 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1

Justification: This sole source is driven by strict DoD cybersecurity mandates forcing a migration from legacy Windows 7 systems running MI-3000 software to the modern, vendor-supported, and risk management framework-compliant NSI-MI A4 platform on Windows 10/11. Transitioning to a non-NSI-MI software would require abandoning the Benefield Anechoic Facility's (BAF) current proprietary NSI-MI hardware ecosystem—which relies on closed, proprietary communication protocols—and procuring an entirely new physical test capability. The entire current antenna pattern capability including the CPDACS (Configurable Positioning & Data Acquisition Control System) positioner, custom adapter boxes, and associated receivers is engineered and manufactured by NSI-MI. A full hardware replacement would cost millions of dollars and cause months of critical facility downtime with cascading delays to national defense acquisition programs, and necessitate expensive operator retraining.

Instructions to Interested Parties: This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Applicable Provisions & Clauses

The following FAR/RFO provisions and clauses apply to this acquisition:

FAR 52.212-1 Instructions to Offerors - Commercial Products and Commercial Services

FAR 52.212-3 Offeror Representations and Certifications - Commercial Products and Commercial Services

FAR 52.212-4 Contract Terms and Conditions - Commercial Products and Commercial Services

*** This solicitation does not serve as a financial obligation for the government. No award should be expected by the contractor and no work may begin unless a fully executed contract document is received by the contractor***

DA10--(NEW) (RFI) - Emergent Virtual Face-to-Face (VF2F) Network (VA-26-00045329)
Solicitation # 36C10B26Q0226
The Department of Veterans Affairs is seeking industry input through a Request for Information (RFI) to develop a nationwide virtual emergent and urgent care network known as the Emergent Virtual Face-to-Face (VF2F) Network. Designed to serve over six million Veterans, the initiative aims to reduce unnecessary emergency department visits by providing 24/7/365 virtual access to care via mobile app, phone, or web, with a focus on rural and underserved populations. The platform must integrate seamlessly with existing VHA electronic health records such as VistA and Oracle, support real-time clinical triage and escalation, and enable AI-assisted documentation and care coordination across disciplines. The network is expected to resolve more than half of acute clinical concerns virtually, achieve a median wait time of under five minutes to connect with a clinician, and maintain at least 85% Veteran satisfaction as measured by the vSignals tool. Technical requirements include compliance with FHIR Release 4, SMART on FHIR, HL7, and NCPDP standards, and the system must support interoperability with both VHA and community care facilities for seamless handoffs and order routing. Respondents are required to provide detailed capability statements addressing software platform design and staffing models, including clinician qualifications that mandate board certification, state licensure, and monthly in-person emergency department shifts to maintain clinical proficiency. Proposals must be submitted via email by March 27, 2026, and cannot exceed 15 pages or 25 MB in file size; only PDF or DOCX formats are acceptable, and all submissions must include the company’s Unique Entity Identifier (UEI) and CAGE code. Organizations claiming small business or Veteran-owned status must provide proof of SBA verification. The RFI is strictly for market research and does not constitute a solicitation or binding obligation; no award, funding, or contract value has been established. The acquisition strategy remains undetermined, and responses will inform future procurement planning. The contracting office is located in Eatontown, New Jersey, with primary points of contact being Contract Specialist Elena Juliano and Contracting Officer John Vardouniotis. No physical delivery, packaging, or logistics requirements apply, as the solution is entirely digital and service-based with nationwide performance across all U.S. states and territories.

Trimax Upgrade
Solicitation # FA930226Q0110
AFTC/PZZG intends to enter into a sole source contract with Trimax Systems, LLC for engineering and system integration services to modernize the Electrical, Gas, and Water control infrastructure at Building 1030, Edwards Air Force Base. The project involves PLC logic development, HMI/SCADA configuration, hardware installation, and comprehensive testing and commissioning. The scope specifically requires the contractor to manage system engineering, panel assembly, on-site implementation, and a seamless system cut-over to ensure continuous utility support. All work must adhere to current Risk Management Framework guidelines for cybersecurity and compliance. Trimax Systems, LLC has been identified as the only responsible source because the existing system relies on their proprietary PLC and HMI source code. Previous market research involving five other vendors determined they were technically unacceptable, as they lack the legal access to the proprietary code required to perform upgrades without a total, costly system replacement. Utilizing an alternative vendor would result in approximately $500,000 in duplicative costs and cause mission-critical delays of six to eight months. This acquisition is not set aside for small businesses, and the estimated period of performance is 30 days with delivery at Building 1030, Edwards Air Force Base. Proposals must be submitted no later than 12 PM PDT on 24 August 2026.

Notice of Intent to Sole Source Edwards Telemetry Security Supplies & Services
Solicitation # FA930226R0007
The Department of the Air Force, Air Force Test Center, intends to award a sole-source Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity contract to L3 Technologies, Inc. for the procurement of National Security Agency NSA Type 1/High Assurance Device secure telemetry products, accessories, and associated engineering services. This acquisition is critical for encrypting and protecting classified flight test data for the Department of the Air Force, Missile Defense Agency, NASA, and other joint mission partners, specifically supporting high-priority programs such as the B-21 and F-35. The contract is being executed under 10 U.S.C. 3204(a)(1) because L3 Technologies is the only source possessing the proprietary data rights and requisite NSA certifications necessary to meet stringent security and schedule requirements without unacceptable delays or duplication of cost. The anticipated contract structure includes a five year base ordering period and one five year option period, with a total estimated ceiling of 95.8 million dollars. The scope of work encompasses the supply, integration, and maintenance of various encryption and decryption units, including the ADU-1000 and ISM-1000, as well as TEMPEST and EMI/RFI testing in accordance with MIL-STD-461 and NSTISSAM TEMPEST/1-92. Performance will primarily take place at Edwards Air Force Base, California. The government will maintain final inspection and acceptance authority, ensuring all deliverables meet Form, Fit, and Function specifications and strict NSA certification standards.
