AI Contract Overview
The Department of State’s Bureau of Arms Control and Nonproliferation, through the Office of the Nonproliferation and Disarmament Fund, is soliciting proposals under Notice of Funding Opportunity DFOP0018810 for a cooperative agreement titled Advancing Civilian Nuclear Power in Türkiye. The initiative aims to support Türkiye’s development of its civil nuclear energy infrastructure by promoting U.S. standards in nuclear safety, security, and nonproliferation, countering potential risks arising from Türkiye’s engagement with non-U.S. reactor suppliers and associated supply chains. Applicants must design programs that facilitate the exchange of nuclear regulatory best practices and develop financing strategies for nuclear new-builds, including risk assessments, stakeholder engagement, and roadmap development for alternative funding mechanisms. Optional activities may include curriculum development, workshops, study tours, and asynchronous training. Proposals must align with U.S. foreign policy objectives and demonstrate technical feasibility, programmatic relevance, and strong implementation capacity. All submissions must be made through the MyGrants portal by 11:59 PM ET on July 23, 2026, except for U.S. federal government entities, which must email applications to acn-ndf-grants@state.gov. Eligible applicants include non-profits, international organizations, educational institutions, for-profits, and U.S. federal agencies. Proposals must follow strict formatting guidelines, including submission in English, use of U.S. dollars, 12-point Times New Roman font, and adherence to an eight-page limit for the narrative. Applicants are required to complete SF-424 and SF-424A forms via MyGrants and include a project proposal narrative structured around key components such as problem statement, goals, and objectives, using the provided FY26 NDF Project Proposal Template. Budgets must itemize costs according to OMB categories and be justified in direct alignment with project activities. Applicants must maintain an active UEI in SAM.gov, provide resumes for key personnel, and comply with federal regulations including 2 CFR parts 25, 170, 175, 182, 183, 200, and 600, as well as all applicable Executive Orders. Awards are subject to a technical eligibility review followed by a 100-point evaluation on program merit, with final selection reserved by senior ACN/NDF officials based on alignment with program goals, foreign policy priorities, and geographic distribution.

Full Description
The Department of State’s Office of the Nonproliferation and Disarmament Fund (ACN/NDF) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). ACN/NDF invites non-profit/non-governmental organizations, international organizations, educational institutions, for-profit organizations, and U.S. federal government entities to submit proposals for projects that will advance the mission of NDF’s nuclear security, safety, and nonproliferation special project. Funds provided under this grant shall be used to develop and implement a program of cooperation with Türkiye on the development, procurement, deployment, and operation of its civil nuclear energy infrastructure. This project seeks to counter the nuclear proliferation and security threats and nuclear safety, security, and nonproliferation-related hazards associated with Türkiye’s selection of non-U.S. reactors and associated supply chains, as well as potential Turkish interest in nuclear cooperation with non-U. S. companies.
