Advancing Global Health

The Department of State, through the Bureau of Global Health Security and Diplomacy, is seeking eligible applicants to submit Statements of Interest under the Annual Program Statement DFOP0017890 titled Advancing Global Health, which supports the America First Global Health Strategy by saving lives, strengthening health systems, enhancing efficiency, fostering self-reliance, and ensuring U.S. investments enhance American safety, strength, and prosperity. This solicitation operates as an umbrella framework for multiple targeted Addenda addressing specific global health priorities, including child protection and development, rapid outbreak response, and integrated health systems in the Philippines. Applicants must respond to one or more of these Addenda, with proposals limited to a five-page narrative and up to four one-page annexes, submitted electronically via grants.gov or MyGrants. The total estimated funding available under this APS is up to $4.5 billion, with individual awards ranging from a minimum of $500,000 to a maximum of $250 million, and up to 100 awards anticipated. Specific Addenda have targeted funding caps, such as up to $52.6 million for child protection and $290 million for rapid outbreak response, with anticipated award numbers of five and ten respectively. All proposals must align with the objectives outlined in the relevant Addendum and demonstrate a clear, feasible, and evidence-based approach supported by best practices, with cost-effectiveness and value-for-money assessed during evaluation. The selection process involves a two-phase review: a Technical Eligibility Review and Risk Review as mandatory pass/fail gates, followed by a Merit Review Panel evaluation weighted equally between the Quality of Program Idea (50%) and Organizational Capacity and Record on Previous Grants (50%). Projects must be completed within a one- to five-year period, with potential for non-competitive续 grant extensions subject to funding availability, satisfactory progress, and Departmental discretion. Applicants must hold a Unique Entity Identifier and maintain active registration in SAM.gov throughout the proposal and performance periods, with U.S.-based entities requiring an Employer Identification Number from the IRS. Compliance with federal requirements is mandatory, including 2 CFR Part 200 administrative standards, Buy American preferences, drug-free workplace mandates, anti-discrimination certifications if performance occurs in the U.S., and Trafficking in Persons certification for services valued over $500,000 abroad.
