161st ARW Advantor Maintenance Contract This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 6.302-1(a)(2)(ii); Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system. The 161st ARW Arizona Air National Guard, 3200E Old Tower Rd Phoenix, AZ 85034 has a requirement to procure JAFAN 6/9 compliant technology. With the upgrade of the existing analog CCTV system and the installation of Thermal Imagers, it is necessary to have an Advantor Certified maintenance and training technician. These items are as follows: The Arizona Air National Guard intends to award a sole source, firm fixed price contract to Advantor Systems Corporation. The Contractor shall provide all labor, equipment, supplies, tools, materials, supervision, administration and other furnished property and services, except as specified herein as Government furnished property and services, necessary to provide system maintenance services for the Advantor Security Systems located in various base buildings/ facilities at Goldwater Air National Guard Base Phoenix, AZ in accordance with applicable contract specifications, drawings and clauses. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to FAR 13.106-1(b)(1). This is not a request for competitive proposals. CLIN 0001: Base year maintenance and training - 1 JOB CLIN 0002: 6 month option - 1 JOB PERIOD OF PERFORMANCE: 18 months The Government intends to award a Firm-Fixed Price sole source, Government Services Administration (GSA) Delivery Order to: ADVANTOR SYSTEMS CORPORATION MIKE OLLIVIER 12612 CHALLENGER PKWY STE 300 ORLANDO, FL 32826-2700 The firm is the sole distributor of the product and no other source will satisfy the Government's requirement to meet JAFAN 6/9 standards, including IDS system and regulatory requirements. Scope of Work/System Description: This proposal is a firm, fixed price offering to fulfill the maintenance requirements for the Advantor systems installed at Phoenix ANG. It includes the following services: Equivalent of one full time, on-site Advantor System ESS Administrator/Maintenance Technician to perform routine maintenance functions. Annual scheduled maintenance per manufacturer's recommendation on all Advantor ASN equipment. Semi-annual scheduled maintenance inspections for all Advantor IDS field equipment, as required in AFI 31-101. Semi-annual scheduled maintenance inspections for any Advantor Access Control field equipment. Annual scheduled maintenance inspections for the Advantor CCTV System. 24 hour per day, 7 day per week unscheduled maintenance capability, including 8 hours of emergency service per month. 24 hour access to Advantor's Technical Support Center. Routine software updates consistent with the ASN System Configuration at the BDOC monitoring station. Informal end-user system operational instructions and support. Maintenancce and training includes services for the full ASN system (Servers, Workstations) and VMS head-end system, panel systems, fence processors, and CCTV Digital cameras.
