The Social Security Administration (SSA) plans to enter into a sole source contract with the National Academy of Sciences (NAS) for a period of five years starting around September 30, 2018, under solicitation number 28321318R00000027. This contract will be structured as a cost-reimbursement task order arrangement, focusing on advisory services to assist SSA with disability-related issues. The NAS will establish committees of experts across a broad range of medical and vocational disciplines, including areas such as internal medicine, pediatrics, oncology, psychiatry, neurology, occupational therapy, and social sciences, among others. These committees will support SSA by maintaining critical research capabilities for theoretical analyses and evaluation of medical and rehabilitation evidence and practices. The procurement process will follow the Federal Acquisition Regulation (FAR) Part 15 procedures for contracting by negotiation, with a Northern American Industry Classification System (NAICS) code of 541720 and a size standard of $20.5 million. The contract will be awarded under an exception to full and open competition allowed by 41 U.S.C. 3304(a)(3), as the services are necessary to sustain essential research capabilities that only a nonprofit institute like NAS can provide. This justification is based on the vital nature of the services rather than the unique qualifications of the contractor. SSA will make the justification publicly available within 14 days of contract award. This notice is not a formal solicitation, and SSA intends to negotiate exclusively with NAS, although copies of the solicitation will be provided upon request after release. Contact for inquiries is Ursula N. Nkwantabisa at SSA.

Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS)
Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. The MAA utilizes a flexible procurement framework, employing various authorities including Broad Agency Announcements, Other Transaction agreements for research and prototypes, and grants. Awards are generally anticipated to be cost-plus-fixed-fee. The selection process typically involves a two-step approach requiring an initial five-page white paper and rough order of magnitude cost, followed by a full technical and cost proposal for selected candidates. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.
