The Texas Facilities Commission is seeking qualified architectural and engineering firms to provide comprehensive design and engineering services for the upgrade and expansion of the Central Utility Plant at the Texas School for the Deaf campus. The project aims to address capacity limitations of the existing plant, which supplies heating and cooling to over twenty campus buildings, including classrooms, dormitories, and administrative offices. The scope includes pre-design investigations, site assessments, energy conservation strategies, detailed design, construction documentation, bidding support, construction administration, and project closeout, with an emphasis on minimizing operational disruptions and ensuring campus safety and accessibility. The contract is expected to last approximately 460 days, with services beginning shortly after contract award, anticipated in May 2026. The project’s estimated construction cost is around $3.53 million. Interested firms must participate in mandatory pre-submittal teleconferences scheduled for December 16 and 18, 2025, and submit their qualifications via the Bonfire procurement system by January 13, 2026. The RFQ process includes a series of deadlines for questions, interviews (if required), and final award decisions, with the goal of selecting a qualified firm to deliver the project within the specified timeline and budget.
