AE50793 ¿ Planning and Preliminary Engineering Services

The Metropolitan Atlanta Rapid Transit Authority (MARTA) is soliciting Qualification Statements under solicitation AE50793 for professional architectural and engineering consulting services. The selected contractor will provide expertise in engineering, design, architecture, planning, and professional support specifically for the preliminary engineering stage of system expansion and other Capital Program Delivery projects. The contract is structured for a five-year term starting from the effective date, with specific tasks authorized through individual Work Orders that define the scope, schedule, and compensation limits. Proponents are evaluated based on technical capabilities, specialized experience, project monitoring and quality assurance, key personnel qualifications, management concepts, financial capability, and compliance with Equal Employment Opportunity and Disadvantaged Business Enterprise requirements. The contractor must adhere to strict regulatory standards, including EPA, OSHA, and DOT regulations, as well as ISO 9001 for quality assurance and ISO 10007 for configuration management. Submissions must be received by December 10, 2026, and must include a comprehensive technical proposal, audited financial statements for the past three years, and various certifications regarding lobbying, debarment, and conflicts of interest. All subcontract agreements must include the 49 CFR Part 26.13 contract assurance clause.
