Full Description

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to negotiate on a non-competitive basis with Testek, Inc. of Livonia, MI, for the procurement of technical/engineering services to update the test procedures for the CH-46 Auxiliary Power Unit (APU) and AC/DC Generators for the Aircraft Engine Component Test Stand (AECTS). The offeror will be required to update the current test procedures and validate/verify the updates. The revised test procedures shall ensure that the AECTS supports the I-level maintainance of the CH-46 generators. All sixty-two (62) fleet stands will receive the updated test procedures via software release. The Government does not posses any AECTS technical data. TESTEK placed proprietary data rights on all AECTS technical data, including both operational software and hardware drawings. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government.
