AEGIS Combat System (ACS) Ship Integration and Test (SI&T) efforts

The Naval Sea Systems Command intends to award a contract modification to Contract N00024-15-C-5151 for engineering and technical efforts associated with AEGIS Ashore site support; AEGIS Ashore Planning Yard support; and development, evaluation and initiation of concept designs and proof-of-principle prototypes for the integration of advanced naval weapon systems onboard DDG 51 class ships. Pursuant to 10 U.S.C. 2304(c) (1), the Government intends to award this contract modification on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) in Moorestown, New Jersey. LM RMS is the only qualified source to perform Ship Integration & Test (SI&T) for AEGIS CG and DDG Class ships through ACB 16/TI 16 certification testing and final delivery and is the only source capable of providing the required engineering, technical efforts, and Planning Yard services for the AEGIS Ashore sites. Therefore, LM RMS is the only firm with the requisite expertise, experience, and knowledge capable of satisfying the Government's requirements within the requisite schedule. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation and this information is subject to modification and in no way binds the Government to award a contract.
