Solicitation # N0038327QAA08
Solicitation NO0383-27-Q-AA08, issued by NAVSUP Weapon Systems Support Philadelphia, is a requirement for the repair, testing, and inspection of the Computer, Fuel Manage (NIIN 015238319, P/N 512010-03-01). The scope of work requires the contractor to return assets to a Ready For Issue condition, specifically including the replacement of all seven transorbs on the internal Fuel Interface Card per Engineering Investigation WC2EI-H1Y-0002-21S. The contractor is responsible for providing all necessary tooling, fixtures, and materials, with a strict prohibition on the use of MIL-W-81381 wire in favor of SAE-AS22759 series wire. Performance is subject to a one-year induction period from the date of award, and the contractor must adhere to specific Repair Turnaround Times and report all transactions via the Commercial Asset Visibility system. The government intends to make a single award based on a best-value determination, prioritizing past performance over price. Technical requirements include compliance with ISO 9001 or SAE AS9100 quality standards and ANSI/NCSL Z540 or ISO-10012-1 calibration standards. Packaging must adhere to MIL-STD-2073-1 and ASTM D3951-18, with marking following MIL-STD-129. Administrative requirements include electronic invoicing through Wide Area Workflow and compliance with various FAR and DFARS clauses, including Buy American and cybersecurity reporting. The contractor is also required to manage Beyond Economical Repair and Missing on Induction determinations through DCMA and the Procuring Contracting Officer.

The Naval Sea Systems Command intends to award a modification to Contract N00024-13-C-5116 for engineering efforts associated with AEGIS Weapon System (AWS) Advanced Capability Build (ACB) 20, the fielding of ACB 16 and additional capabilities into an incremental capability build beyond ACB 16. The estimated period of performance of this contract action is September 2018 through December 2022. Pursuant to 10 U.S.C. 2304(c)(1), the Government intends to award this contract modification on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) in Moorestown, New Jersey. LM RMS is the current Combat Systems Engineering Agent (CSEA) for the AEGIS Weapon System under NAVSEA Contract N00024-13-C-5116. Therefore, it is the only firm with the requisite expertise, experience, and knowledge capable of satisfying the Governments requirements within the requisite schedule. Companies interested in subcontracting opportunities should contact LM RMS directly. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
