AI Contract Overview
The Naval Surface Warfare Center Crane Division is seeking specialized production, repair, rebuild, evaluation, and engineering support for Double Duty Cross Field Amplifier Microwave Tubes used in Aegis systems, with critical requirements including gold tube and phase standard testing and Government Furnished Equipment maintenance. This acquisition is conducted as a limited source procurement under FAR 6.103-1(b), justified by the absence of sufficient technical data, prohibitive duplication of costs if competition were pursued, and unacceptable schedule delays that would result from opening the requirement to broader sources. Only two known responsible sources—Communications & Power Industries LLC and Stellant Systems Inc.—are capable of meeting the unique technical demands of this classified and highly specialized hardware, with all proposals to be submitted directly to the designated point of contact rather than through public portals. The procurement is non-competitive by design, with the Government reserving full discretion to determine whether to proceed with sole source or shift to competitive methods based on responses received. All offerors must maintain active registration in the System for Award Management, and performance is confined to the NSWC Crane facility in Crane, Indiana, where all inspections, evaluations, and acceptances occur under Government oversight. The work scope lacks publicly listed pricing, delivery schedules, line items, or contract type specifications, and no formal evaluation factors, packaging standards, or specific technical specifications beyond gold tube and phase testing are detailed in the available documentation. The solicitation number is N0016426RWP07, with a proposal deadline of June 26, 2026, at 2:00 PM EST, and all inquiries must be directed to Susan Eckerle at the Crane facility. No attachments, special contract clauses, security clearance requirements, key personnel designations, or socioeconomic certifications are publicly enumerated, and the acquisition structure reflects a tightly controlled, mission-critical supply chain dependency requiring exclusive access to limited technical expertise and proprietary capabilities.

Full Description
Naval Surface Warfare Center (NSWC), Crane Division, has a requirement for production, repairs, rebuilds, evaluations, gold tube and phase standard testing, Government Furnished Equipment (GFE) maintenance, and engineering support of Double Duty (DD) Cross Field Amplifiers (CFAs).
The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with limited sources, Communications & Power Industries LLC (CPI), Beverly, MA and Stellant Systems Inc, Williamsport, PA, under the authority of FAR 6.103-1(b) One responsible source. Agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. For DoD, NASA, and the Coast Guard, this authority extends to situations where only a limited number of responsible sources can satisfy agency requirements. The requirement is being solicited on a limited source basis because of the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. All responsible sources may submit a proposal, as appropriate, which will be considered by the agency.
However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The Solicitation and amendments for this limited source action will not be posted to sam.gov and are available only from the POC identified below.
Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov.
Questions or inquiries should be directed to Susan Eckerle, Code 0231, telephone 812-381-7195, e-mail susan.k.eckerle.civ@us.navy.mil. Please reference the above solicitation number when responding to this notice.
