AEGIS In-Service Baseline Support

The Naval Sea Systems Command intends to award a contract modification to Contract N00024-13-C-5116 to provide training product updates, combat system studies, computer program maintenance, and lifecycle management activities for in-service baselines. Pursuant to 10 U.S.C. 2304(c)(1), the Government intends to award this contract modification on a sole source basis to Lockheed Martin Mission Systems and Training (Lockheed Martin MST) in Moorestown, New Jersey. Lockheed Martin (MST) is the current Combat Systems Engineering Agent (CSEA) for the AEGIS Weapon System (AWS) and developer of AEGIS in-service baselines under NAVSEA Contract N00024-13-C-5116. Therefore, it is the only firm with the requisite expertise, experience, and knowledge capable of satisfying the Governments requirements within the requisite schedule. Lockheed Martin is the prime contractor for the development, integration, and testing services on in-service baselines and companies interested in subcontracting opportunities should contact Lockheed Martin MST directly. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
