Solicitation # N6134026Q1027
The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando is soliciting quotes for commercial off-the-shelf (COTS) spares to support the P-8 training system’s Automated Readiness Measurement System (ARMS) and Next Generation Training System Support Center (NGTSSC). These spares are intended for the Royal Australian Air Force (RAAF) P-8 aircraft platforms to facilitate realistic training and qualification exercises for pilots, aircrew, and maintainers. This procurement is a small business set-aside under NAICS code 334111 and is partially brand-name restrictive, requiring an exact match for specific manufacturers, part numbers, and configurations. All items must be new equipment procured from authorized sources and delivered FOB Destination to RAAF Base Edinburgh, South Australia, by May 21, 2027. The contract will be awarded as a firm-fixed-price order using the Lowest Price Technically Acceptable (LPTA) basis. Evaluation factors include price, technical acceptability, and past performance, with non-price factors rated as acceptable or unacceptable. The government will evaluate the combined total price of all line items, including all shipping and customs costs, and will apply a price preference for HUBZone small business concerns. Quotations must be submitted as three firm-fixed-price CLINs and include a completed Past Performance Questionnaire and proof of active registration in the System for Award Management (SAM). The total contract value is not expected to exceed the simplified acquisition threshold of 9 million dollars.

Commercial Solutions Opening for Joint All-Domain Command and Control (JADC2)
Solicitation # FA8612-21-S-C001
The Joint All-Domain Command and Control (JADC2) Commercial Solutions Opening (CSO), numbered FA8612-21-S-C001, is a streamlined acquisition framework managed by the Air Force Architecture and Integration Directorate (AFLCMC/XA). This umbrella solicitation is designed to leverage innovative commercial technologies to reduce kill chain and OODA loop timelines by ensuring the right information reaches the right decision maker efficiently. The CSO focuses on several Technology Focus Areas, including Digital Architecture, Sensor Integration, Data, Secure Processing, Connectivity, Applications, and Effects Integration. It is open to a wide range of participants, including traditional and nontraditional defense contractors, small businesses, and research institutions. The acquisition process operates through subsequent Calls, which can be either Closed Calls (one-step or two-step) or Open Period Calls (two-step). Most calls follow a two-step process where offerors first submit a white paper and a rough order of magnitude price; those favorably evaluated are then invited to submit a full proposal. Awards resulting from these calls may take the form of FAR Part 12 Firm-Fixed-Price contracts, procurements for experimental purposes under 10 U.S.C. 4023, or Other Transaction Agreements (OTAs) under 10 U.S.C. 4021. To be eligible, successful offerors must be American entities performing all work within the United States. Proposed technologies generally require a Technology Readiness Level (TRL) of three or higher.
