The Aerial Targets Operations and Maintenance Services contract, solicitation FA4890-14-R-0012, provides essential support for lethality testing of major weapons systems and munitions programs as mandated by U.S. Code, Title 10, Sec 2366. Managed by the 53rd Weapons Evaluation Group, the contract involves the evaluation of USAF fighters, air-to-air missiles, and conventional precision guided munitions for Department of Defense and Foreign Military customers, including the hosting of live-fire Weapons Systems Evaluation Program exercises. Work is performed at Tyndall Air Force Base, Florida, and Holloman Air Force Base, New Mexico, focusing on the operations and maintenance of Full-scale Aerial Targets (FSAT), Sub-scale Aerial Targets (SSAT), and Range Instrumentation Systems (RIS). A critical component of the scope is the phased transition from QF-4 to QF-16 FSAT aircraft, including the induction of new aircraft and the deactivation and disposal of the QF-4 fleet. The contract structure includes a two-month transition period, a 12-month base period, six option years, and a six-month extension, with a final expiration date of March 31, 2023. It utilizes a mix of Firm Fixed Price and Cost-type CLINs and incorporates an Incentive and Award Fee Plan based on performance incentives and special interest items. Contractor requirements are rigorous, mandating registration to AS9110 quality standards and compliance with extensive Air Force Instructions and Department of Defense directives. Deliverables are managed through a comprehensive Contract Data Requirements List (CDRL), which includes monthly O&M reports, software development plans, environmental protection plans, and detailed equipment inventory records for government-furnished equipment.

Air Combat Command (ACC) Counter Small Unmanned Aircraft System (C-sUAS) as a Service
Solicitation # FA4890-261013
The Air Combat Command (ACC) is conducting market research via solicitation FA4890-261013 to identify industry capabilities for a Contractor-Owned, Contractor-Operated (COCO) Counter Small Unmanned Aircraft System (C-sUAS) as a Service. This initiative seeks a turn-key solution for the supply, operation, maintenance, modernization, and disposal of C-sUAS components to protect Department of the Air Force installations. The government envisions an initial prototype deployment at two Continental United States (CONUS) Air Force installations, with potential options to scale across additional ACC sites based on performance. Technical requirements for the service include a detection and tracking range between 3 and 5 miles for Group 1–2 sUAS, a neutralization rate of 95% to 98%, and operational uptime of 95% to 98%. The system must be capable of independent operation for up to 96 hours and integrate seamlessly with Base Defense Operations Centers, Wing Operations Centers, and Joint C2 frameworks. Compliance with the DAF Risk Management Framework, Anti-Tamper standards, and Cybersecurity Maturity Model Certification benchmarks is mandatory, alongside adherence to 10 U.S.C. § 130i authorities. Interested respondents must submit a capability statement not exceeding 20 pages by November 1, 2026. Submissions should be delivered in PDF format to Contracting Officer Timothy Overby and Contract Specialist Jennifer Judkins. The response must cover corporate experience from the last five years, technical feasibility, operational posture regarding legal authorities, cybersecurity architecture, and recommended commercial business models for pricing and mobilization.

Solicitation # FA489010062026
The 84th Radar Evaluation Squadron (84 RADES) Combined Support Services contract, solicitation FA489010062026, seeks a provider to deliver comprehensive management and skilled labor to support radar-centric planning, optimization, and evaluation at Hill Air Force Base, Utah. The scope of work includes software sustainment for mission-critical applications, radar technical advisor and analyst services for complex sensor evaluations, information technology and cybersecurity support, and administrative travel coordination. The primary objective is to ensure the Warfighter has a responsive and sensitive integrated radar picture through technical guidance, test measurement, and system condition analysis. The anticipated award date is February 1, 2027, with a base performance period from May 1, 2027, to April 30, 2028, and four optional twelve-month extensions. Due to the sensitive nature of the mission, all contractor employees must be US citizens with at least a Secret security clearance, while specific roles such as Radar Technical Advisors and Senior Systems Engineers require Top Secret/Sensitive Compartmented Information (TS/SCI) clearances and Special Access Program (SAP) read-ins.
