All material must originate from the same heat lot and be accompanied by required certifications or certificates of conformance, with packaging strictly adhering to ASTM D3951 and MIL-STD-129 labeling standards, while also complying with DLA packaging requirements that supersede any conflicting standards. The material must be palletized according to DLA guidelines and shipped to the designated receiving facility at Naval Base Coronado, with delivery required within three calendar days after order award, and inspection and acceptance occurring at destination. The procurement is governed by the DLA Master List of Technical and Quality Requirements, which dictates all technical, quality, and documentation standards including mandatory metal certification through CDRL-METALSCERT, sampling procedures per MIL-STD-1916 or ASQ H1331 with zero nonconformances required unless otherwise specified, and physical identification of bare items as outlined in RQ017. Technical data packages referenced in the contract align with Basic QAP 13873 and specify revisions effective through December 2025 and January 2022 respectively.
