PART: U.S. GOVERNMENT PROCUREMENTS AFTC/PZRA Directorate of Contracting, 5 South Wolfe Avenue, Edwards AFB, CA 93524 SUBJECT: Aero-Jet Rocketdyne Engine Controller Software Support REF NO.: F1SRQR8093B004 This is a Synopsis of Contract Action (SOCA); this is not a solicitation for proposals and is not to be considered as a commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this SOCA or any follow-up information requests. The purpose of this SOCA is to notify industry of the United States Air Force's intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.) Please do not request a copy of solicitation, as one does not exist. Synopsis of Contract Action: The AFTC Contracting Directorate (AFTC/PZRA), Edwards AFB intends to issue a sole source, Time and Materials Contract under Federal Acquisition Regulation (FAR) in effect through Federal Acquisition Circular (FAC) 2019-01 using FAR subpart 5.2, FAR Part 13 Simplified Acquisition Procedures and FAR Part 13.106(b) Soliciting from a Single Source to Aerojet Rocketdyne of DE Inc., 8900 DeSoto Ave, Canoga Park, CA 91304. The applicable NAICS is 511210. The following is a brief background and description of the acquisition requirements: This software, developed by AeroJet-Rocketdyne (AR), is currently the only program for remote operating test articles (e.g., liquid rocket engines and applicable components) necessary for government sponsored or government derived R&D at Test Stand 2A (TS2A), AFRL, Edwards AFB, CA. Without this software, it would be impossible to provide R&D data and control hardware; consequently, test programs could not continue. The Air Force Research Laboratory, AFRL/RQRO, at Edwards AFB requires services for an Engine Controller through (1) maintenance, (2) development, modernization and enhancement, (3) technical and management meeting support, and (4) upgrades/enhancements training (including training materials). Contractor effort shall be on a per-hour basis, as approved by the government program manager, not to exceed (NTE) 200 hours and site visits, annually. This synopsis is published for informational purposes only. The proposed source, Aerojet Rocketdyne of DE Inc., is the sole, authorized distributor of compatible software support and licensing to operate the Engine Controller program at Test Stand 2A (TS2A) that has been identified. There are no other available authorized resellers or distributors. There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. All replies are to be provided to the Contracting Specialist, Alvaro Guzman, alvaro.guzman.1@us.af.mil and the Contracting Officer, Michele Cameron, michele.cameron@us.af.mil. All responses to this synopsis must be received NO LATER THAN February 15, 2019 at 4:00 p.m. PDT. Telephone requests to be placed on a mailing list will not be honored.
