AI Contract Overview
The Department of the Air Force, through its Air Force Life Cycle Management Center at Hanscom AFB, Massachusetts, is soliciting proposals under solicitation number FA873026RB001 for the development of a prototype Aerospace Readiness Enterprise System (ARES). This effort is focused on rapidly developing and delivering an enterprise-level solution to unify and modernize aircrew scheduling, standardization and evaluation (stan/eval), and training management functions across multiple Major Commands, initially leveraging the requirements of Air Education and Training Command (AETC). The goal of ARES is to replace legacy systems such as Patriot Excalibur (PEX), Puckboard, and Graduate/Training Integration Management System (G/TIMS), providing a cloud-based platform built on the Salesforce Operational Enterprise Architecture (OpsEA) environment. This prototype effort, governed by Other Transaction Authority (OTA) under 10 U.S.C. § 4022, is designed as a low-cost, rapid risk mitigation step with a fixed price of $500,000 and a compressed period of performance of 120 days—90 days for prototype development and 30 days for testing and acceptance. ARES will be deployed initially at Impact Level 4 (IL4) with a planned transition to IL6, meeting stringent cybersecurity controls aligned with NIST SP 800-171 and the DoD Zero Trust framework. The program emphasizes scalability, interoperability, operational suitability, and adherence to quality management frameworks such as ISO 9001 and CMMI. The prototype must demonstrate integration capability with authoritative data sources, operational resilience within DDIL (Deployed, Disconnected, Intermittent, Limited) environments, and provide real-time analytics and automation through platform-native capabilities including AI and workflow automation. The government requires an architecture design and implementation roadmap, culminating in deliverables such as the prototype software, comprehensive documentation including API specifications, architecture diagrams, and a data segregation plan. Proposals will be evaluated on their alignment with the Statement of Objectives (SOO), technical and systems engineering approach, organizational and business viability, risk mitigation strategies, and program management approach, based on qualitative confidences rather than cost at this stage. Special contract terms include robust organizational conflict of interest (OCI) management, export control compliance under ITAR and Defense Security Regulations, and strict facility security requirements at TS/SCI levels. Cybersecurity protocols demand deliverables like Security Control Traceability Matrices and Security Assessment Plans, with mandated incident reporting and media preservation procedures. Offerors must complete detailed bidder response templates addressing mandatory and high-priority functional and non-functional requirements, and

Prototyping is a means of testing assumptions about technologies and approaches before expending significant amounts of effort or money building something that may not address the organization’s problem. Prototyping is a low-cost, rapid risk mitigation approach. As such, we propose that the first Aerospace Readiness Enterprise System (ARES) use case be built as a prototype initially, with the following capability goals.
ARES is the Air Force’s enterprise solution for scheduling, standardization and evaluation (stan/eval) and training management which is intended to replace the Patriot Excalibur (PEX), Puckboard, and Graduate/Training Integration Management System (G/TIMS) legacy software programs.
Specifically, ARES will leverage commercial software to the greatest extent possible and be deployed, initially, within the Impact Level (IL) 4 partition with a path to IL-6 deployment thereafter. Further, the Air Force, in support of the DAF BATTLE NETWORK, has an enduring requirement to deploy a robust solution which provides enterprise capabilities for scheduling, stan/eval, and training for increased readiness and lethality.
Starting with the requirements of Air Education and Training Command (AETC) as the basis for this prototype, but not excluding requirements from other MAJCOMs, the prototype should meet as many of the following criteria as possible. Final acceptance of the prototype will be based on its ability to meet the threshold requirements outlined below. The final evaluation of the prototypes will also consider objective criteria as defined below. The prototype shall be completed and available for inspection and use no later than 90 calendar days after contract award.
