The Air Force Materiel Command, Air Force Life Cycle Management Center, Battle Management Directorate, DCGS Contracting Office (AFLCMC/HBGK), is seeking information in support of market research being conducting by Air Force Distributed Common Ground System (AF DCGS). It is the Government's intent to create a multiple award Contract for an Agile (Scaled Agile Framework or "SAFe") implementation of DCGS software upgrades that cannot be achieved through other means, such as a commercial software product or a non-developmental item, from qualified, prospective suppliers capable of implementing (as part of an Agile Release Train (ART)) open architecture and non-proprietary solutions to improve AF DCGS information sharing and incorporate new platforms/data streams/etc. In accordance with Federal Acquisition Regulation (FAR) Part 15.201(2), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This request for feedback neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This request for feedback should not be construed as a commitment by the government for any purpose. Requests for a solicitation will not receive a response. The government will not reimburse contractors for any costs associated with preparing or submitting a response to this notice. Please submit all questions as soon as possible in accordance with the format in Attachment 1 - Draft Request for Proposal Announcement in this posting. Responses to this posting will close 11 May 2018. Questions regarding this draft proposal may be received any time up to the release of the solicitation, however, Government responses will no longer be given after the release of the final DARMA RFP.
