The County of Shasta, through its Department of Support Services, is soliciting proposals under RFP 26-11 for qualified affordable housing developers to secure funding for the predevelopment, development, acquisition, rehabilitation, and preservation of affordable rental and ownership housing, including Accessory Dwelling Units. Funded through the Permanent Local Housing Allocation program, projects must be located within Shasta County but outside the City of Redding limits, with the City of Shasta Lake restricted to owner-occupied rehabilitation projects. The program primarily targets residents earning between 80 percent and 120 percent of the Area Median Income. A mandatory requirement for evaluation is that developers must demonstrate existing site control; those without it are directed to a separate Request for Information. Proposals are evaluated based on a weighted scale: project readiness and site control account for 30 percent, responder background and experience for 25 percent, technical approach and collaboration for 25 percent, and funding and timeline for 20 percent. Award decisions are based on a trade-off analysis to determine the best overall value for the County. Successful applicants must comply with Davis-Bacon labor laws, maintain specific insurance coverages—including cyber and privacy liability of 2 million dollars per occurrence—and adhere to HIPAA and California confidentiality regulations. Proposals must be submitted electronically via the County e-Procurement Portal by the specified deadline.
