This is a combined synopsis/solicitation for online subscription access and is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70 (effective 30 Sep 2013), Defense Federal Acquisition Regulation Supplement DPN 20131118 (Effective 18 Nov 2013), and Air Force FAR Supplement AFAC 2013 Baseline (Effective 27 Aug 2013) and CPM 13-C-03. This RFQ has the following contract line item number (CLIN): CLIN 0001: AFRL-Wide Electronic Access to American Chemical Society (ACS) Web-Editions (to include all ACS titles, current plus 4 prior years); IP addresses are attached to this notice; subscription period 1 January-31December 2014. Interested vendors must provide a response to this solicitation by 10:00am EST, 27 Dec 2013. Award will be made to the lowest priced, technically acceptable quote. Payment terms: payment in advance authorized.
