Solicitation FA252127QB013 is a 100 percent Small Business Set-Aside for a single-award, firm-fixed price, indefinite-delivery, indefinite-quantity contract to provide lifeguard and aquatics management services at Patrick Space Force Base in Florida. The contractor is responsible for providing all personnel, uniforms, daily supervision, and non-personal services for two specific locations: the Fitness Center Mission Training Pool and the Outdoor Recreation Community Recreation Pool, including its splash pad. The base period of performance runs from November 1, 2026, to October 31, 2027, with four subsequent one-year ordering periods and a final extension option through April 30, 2032. The scope of work includes specialized services such as water survival skills testing, support for Brevard Spring Break, and special youth programs. Key operational requirements include water quality testing every two hours and a mandatory 10 minute break for lifeguards every 50 minutes of surveillance. The contractor must maintain liability insurance of 1 million dollars per occurrence and 2 million dollars aggregate, and all personnel must undergo rigorous background checks, including DD Form 2981 for those working with minors. Award will be based on best value, considering technical acceptability, price, and schedule, and may not necessarily go to the lowest priced offeror. Payment will be processed electronically via Wide Area Workflow. Interested offerors must submit technical quotes in PDF or Word format by October 26, 2026, including their Unique Entity Identifier and a statement of agreement with all solicitation terms.
