The Department of Defense, through the HQ ACC/AMIC office, is announcing that the upcoming CAAS V acquisition will proceed by leveraging the GSA's OASIS ID/IQ contract vehicle for acquiring Advisory and Assistance Services. This approach replaces plans for an ACC organic multiple award A&AS ID/IQ contract, with task orders continuing under the existing CAAS IV ID/IQ contract through its final option year ending in October 2015. The decision follows an acquisition strategy briefing with AFPEO/CM and aims to streamline procurement by utilizing the established and public OASIS platform, which offers transparency on federal agency usage, task order awards, prime vendors, and dollar thresholds. Vendors interested in competing for future task orders under CAAS V are encouraged to explore the OASIS portal to understand how to participate and view relevant data. Questions or inquiries about the solicitation can be directed to the CAAS IV Program Office or the designated points of contact, including the CAAS IV Program Manager, Samuel Wagner, and the Contracting Officer, Karin Walls. Additionally, small business concerns can be addressed through the HQ ACC/AMIC’s Small Business Liaison, Lorie Henderson. The solicitation and additional information are tied to NAICS code 541611 and relate to advisory and assistance services performed primarily in Hampton, Virginia.

Full Description

This agency announcement is provided with regard to the future solicitation and award of CAAS V. The CAAS IV Program Management Office held an acquisition strategy briefing with AFPEO/CM. As a result, the Government determined that CAAS V will move forward utilizing the GSA's "OASIS" ID/IQ contract vehicle as a primary means for obtaining contract Advisory and Assistance Services (A&AS). This means HQ ACC/AMIC will not be soliciting or awarding an ACC organic multiple award A&AS ID/IQ contract at this time. Task Orders will continue to be issued utilizing our successful CAAS IV ID/IQ thru its 4th and final option year, exercised 15 October 2015. Interested vendors should visit the OASIS portal at www.gsa.gov/oasis. This portal is open to the public. Here, you can view which federal agencies are using OASIS and how to compete for OASIS task orders. In addition, OASIS provides information on awarded task orders, agency user, dollar value thresholds, and all of the OASIS Prime vendors. These are just a few of several data points available via the OASIS "Dashboard." If interested in competing for future ACC requirements under OASIS or you have questions regarding this announcement, please send email inquiries to CAASIVProgramOffice@us.af.mil Or feel free to contact the following personnel: Mr. Samuel Wagner, CAAS Program Manager, phone: (757)225-2831 or email: samuel.wagner.8@us.af.mil Ms. Karin Walls, CAAS Contract Officer, phone: (757)225-7723 or email: karin.walls@us.af.mil For small business questions, you may also contact HQ ACC/AMIC's Small Business Liaison, Ms. Lorie Henderson, via email at Lorie.Henderson@us.af.mil or by phone at (757) 225-2262.
