AGENCY-WIDE MSA EMERGENCY MITIGATION, RESTORATION, & DISASTER RECOVERY SERVICES

The Oregon Child Development Coalition is establishing a statewide Master Service Agreement to create a pool of pre-qualified contractors for emergency mitigation, restoration, disaster recovery, and facility stabilization services. This agency-wide initiative aims to ensure the rapid restoration of facilities serving children and families across 14 Oregon counties, maintaining the continuity of Head Start and Early Head Start operations. Selected contractors must provide 24/7 emergency response capabilities, including a dedicated dispatch phone number, a telephone response within one hour of notification, and immediate mobilization of personnel and equipment upon authorization. The procurement follows a best-value approach, evaluating respondents based on a 100-point scorecard considering price, technical approach, and experience. Key requirements include compliance with OSHA safety standards, adherence to 2 CFR 200 Uniform Guidance for federal grant funding, and the provision of general and professional liability insurance. Preferred qualifications include IICRC certifications in mold, water, and fire restoration. Contractors are responsible for delivering comprehensive project documentation, including initial damage assessments, daily activity logs, and final completion reports, while coordinating closely with insurance carriers and landlords.
