The solicitation number 75H70419R00031 is a presolicitation notice issued by the Indian Health Service (IHS) to procure enterprise-wide wireless services supporting approximately 3,000 Service Enabling Devices including smartphones, broadband cards, and standard cellular phones. This effort aims to consolidate the multiple existing wireless service contracts into a comprehensive IHS Enterprise Wireless contract to ensure reliable, high-quality telecommunication services critical for patient care across IHS hospitals and clinics serving American Indian and Alaska Native communities. The contract will cover all federally managed IHS headquarters, area offices, service units, and facilities, excluding tribally managed sites. Services required include wireless voice and data equipment provisions, mobile communications and application services, and, when necessary, engineering and installation of network extensions or in-building solutions to maintain adequate signal strength at various IHS locations. The award will be made through the GSA eBUY under the IT Schedule 70 or related Enterprise Mobility programs, with multiple contracts anticipated based on carriers’ abilities to provide the required coverage. The period of performance is intended to include a base term plus options totaling 60 months, with an award expected before the end of Fiscal Year 2019. Vendors will be responsible for service coverage at all specified IHS sites, with technical capability factors assessed in part by coverage data provided in an attached Excel document. The points of contact for the acquisition are Brendon C. Moran (primary) and Paul Premoe from the Division of Acquisition Policy. No questions will be accepted during this presolicitation phase, and further details will be provided in the forthcoming Request for Quotation posting anticipated in late June 2019.
