AI Contract Overview
The U.S. Food and Drug Administration’s Office of Applied Microbiology and Technology is seeking to establish a five-year Blanket Purchase Agreement for the Agilent 4150 TapeStation System, associated consumables, accessories, maintenance services, and software support, under a total small business set-aside. The acquisition falls under FAR Part 12 as a commercial products and services procurement using a firm-fixed-price contract structure with no option years, and the award will be made using a lowest-priced, technically acceptable approach where technical capability is the primary evaluation factor over price. Vendors must be authorized Agilent resellers or service providers, active in SAM, capable of supplying genuine OEM products and services, and demonstrate recent experience with the Agilent 4150 TapeStation or equivalent. The requirement includes initial delivery of one system within 30 days of award, additional systems within 30 days of call-off, consumables and parts within 10 business days, and timely software and firmware updates as released by the manufacturer. Maintenance services must include annual preventive maintenance, corrective support, OEM parts and labor, and firmware updates following warranty expiration. Eligible small businesses must comply with the Buy American Act and submit quotations in response to the anticipated Request for Quotation, scheduled for release on July 6, 2026, with proposals due by July 16, 2026. Evaluation will consider technical capability and authorized Agilent status as pass/fail criteria, past performance as acceptable, neutral, or unacceptable, and price reasonableness and completeness. The solicitation will require submission of a BPA pricing schedule, statement of work, past performance references, Standard Form 18, and a Buy American Certificate. Interested vendors must request the official RFQ by emailing Michele Jackson at Michele.Jackson@fda.hhs.gov with the specified subject line. Performance will occur at the FDA’s facility in Rockville, Maryland, with the instrument used for critical genomic microbiology workflows including nucleic acid concentration measurement, fragment size analysis, and integrity assessment ahead of next-generation sequencing and other molecular applications.
