This is an Indefinite Delivery, Indefinite Quantity (IDIQ) solicitation issued by The Interlocal Purchasing System (TIPS), a department of the Texas Region 8 Education Service Center, under solicitation number 260501 for Agricultural and Animal Equipment, Supplies, and Services. The solicitation aims to establish a nationwide procurement vehicle for TIPS public entity and qualifying non-profit members to order supplies and services as needed during the contract term, replacing the expiring Contract 230501. Vendors currently holding Contract 230501 must respond to this solicitation to avoid a lapse in contract coverage unless they already hold another active TIPS contract that fully encompasses their agricultural and animal equipment offerings. The contract has no defined scope or project-specific requirements; instead, it serves as a standing agreement that enables members to issue task orders for goods and services throughout the contract period. The posting date is May 7, 2026, with proposals due by June 19, 2026, and submissions must be made electronically through the TIPS procurement portal. The NAICS code assigned is 423820, reflecting the wholesale trade of agricultural machinery and equipment. The place of performance is Texas, but deliveries will occur nationwide to TIPS members. The contracting office is located in Texas, and the point of contact for inquiries is via email and phone listed. No specific payment terms, invoicing systems, contracting officer details, inspection criteria, packaging standards, or evaluation factors are detailed in the available information, implying these will be addressed at the task order level. The solicitation does not include any set-aside designations or socioeconomic classifications, and no clause, attachment, or special requirement documentation is provided within the accessible material, suggesting such details are contained in the full solicitation document available at the official TIPS website.

Full Description

This is a solicitation issued by The Interlocal Purchasing System (TIPS), a department of Texas Region 8 Education Service Center. It is an Indefinite Delivery, Indefinite Quantity ("IDIQ") solicitation. It will result in contracts that provide, through adoption/"piggyback" an indefinite quantity of supplies/services, during a fixed period of time, to TIPS public entity and qualifying non-profit "TIPS Members" throughout the nation. Thus, there is no specific project or scope of work to review. Rather this solicitation is issued as a prospective award for utilization when any TIPS Member needs the goods or services offered during the life of the agreement. IF YOU CURRENTLY HOLD TIPS CONTRACT 230501 AGRICULTURAL AND ANIMAL EQUIPMENT, SUPPLIES AND SERVICES ("230501"), YOU MUST RESPOND TO THIS SOLICITATION TO PREVENT LAPSE OF CONTRACT UNLESS YOU HOLD ANOTHER CURRENT TIPS CONTRACT THAT COVERS ALL OF YOUR AGRICULTURAL AND ANIMAL EQUIPMENT OFFERINGS. THIS AWARDED CONTRACT WILL REPLACE YOUR EXPIRING TIPS CONTRACT 230501. IF YOU HOLD ANOTHER TIPS CONTRACT OTHER THAN 230501 WHICH COVERS ALL OF YOUR AGRICULTURAL AND ANIMAL EQUIPMENT OFFERINGS AND YOU ARE SATISFIED WITH IT, THERE IS NO NEED TO RESPOND TO THIS SOLICITATION UNLESS YOU PREFER TO HOLD BOTH CONTRACTS.
