Paint Services in support of the HC-144 Aircraft.
Solicitation # 70Z03827QL0000005
Solicitation 70Z03827QL0000005 is a request for quotations for deposit-level paint services to support HC-144 aircraft and other USCG airframes. The Department of Homeland Security, through the Aviation Logistics Center, seeks an FAA certified 145 center with onsite de-paint and paint facilities to perform scuffing, sanding, de-painting, and external painting. The resulting award will be a Firm Fixed Price Indefinite Delivery requirements contract consisting of a one-year base period and four one-year option periods, with a total duration not to exceed five years. The place of performance and inspection/acceptance will occur at the contractor's site, with USCG personnel conducting final visual inspections based on specific quality standards for gloss, thickness, and surface inclusions. Proposals will be evaluated based on best value, with non-price factors—including technical acceptability, past performance, and delivery schedules—carrying more weight than price. To be eligible for award, offerors must achieve a Superior or Satisfactory rating in past performance and delivery. Critical delivery timelines include completing the de-paint process within 10 calendar days, the paint process within 17 calendar days, and the full scuff/sand/paint cycle within 24 calendar days of aircraft receipt. Quotations must include pricing for the base year and all four option periods to be considered. The closing date for receipt of offers is November 23, 2026, at 4:00 p.m. Eastern Time, with all inquiries due by November 2, 2026.

AH-1Z & UH-1Y Aircraft Maintenance and Repair Solicitation Number: N6264924R0050 Agency: Department of the Navy Office: Naval Supply Systems Command Location: NAVSUP Fleet Logistics Center Yokosuka This is an INDUSTRY DAY ANNOUNCEMENT by Fleet Readiness Center Western Pacific (FRC WESTPAC) and NAVSUP Fleet Logistics Center Yokosuka (FLCY) for Scheduled and Unscheduled Maintenance, Repair and Overhaul (MRO) services for U.S. Marine Corps AH-1Z & UH-1Y aircraft forward deployed in the U.S. Indo-Pacific Command (USINDOPACOM) Area of Responsibility (AOR). This notice is issued solely for informational and planning purposes and does not constitute a solicitation. The planned industry day will serve as a market research tool, both for informing industry of United States Government (USG) requirements for these services and for determining industry's interest, awareness and capabilities for providing those services. The industry day forum will allow for networking among interested service providers and lead to USG awareness of industry's capabilities for supporting this aircraft. FRC WESTPAC will host the Industry Day at Naval Air Facility (NAF) Atsugi on 07 November 2024, beginning at 9:00 AM and ending at 05:00 PM. In general, requirements will consist of Integrated Maintenance Plan (IMP) and In-Service Repair (ISR) Depot-Level support. FRC WESTPAC is particularly interested in identifying potential service providers with AH-1Z & UH-1Y maintenance experience. Aviation MRO service providers will have the opportunity to learn about FRC WESTPAC's mission, to meet with contracting personnel from FLCY and Defense Contract Management Agency (DCMA), and to provide feedback to the Government to consider as we develop our requirements. If questions arise during the industry day that cannot be answered in person, those answers will be published on SAM.gov after the event. There will be opportunities for Industry/Government one-on-one sessions on 07 November 2024 for interested service providers. Depending on the number of companies attending, the one-on-one sessions are anticipated to be held in 30-minute intervals. Advance registration for this event is required. Parties interested in attending the industry day and the one-on-one sessions must submit the attached documents (Att_2 is only required if your company representative meets the - third country national designation defined in the Note) in your registration package via email to FLCY Contracting Officers, Jonathan Groeschel and Sara Robinson, at jonathan.j.groeschel.civ@us.navy.mil and Sara.e.robinson19.civ@us.navy.mil. Please include the solicitation number "N6264924R0050" in the subject line. Note: Per NAFATSUGIINST 5512.9H and USFJINST 31-204, "Designated Third Country Nationals" have additional registration requirements that must be completed before base access is approved. Attendees from such designated countries are advised to not make any travel arrangements before base access approval is confirmed. FLCY/FRC WESTPAC will not process access requests for Government Officials from such designated countries. Please also include the company's name, the names and titles of participating individuals, and contact information to include telephone numbers and email addresses in your registration package. Participating companies are further requested to provide CAGE and DUNS codes if available. No more than three (3) participants per company may register. Additional instructions for accessing the industry day location will be provided at the time registration packages are received. All registrations must be received no later than 17:00 PM Japan Standard Time on 09 October 2024. Registration submittals must include NAF Atsugi Base Access requests per the attached files. Participants wishing to attend the conference who do not possess the proper documents for access to NAF Atsugi must advise the USG during the reservation process. If an attendee is other than a Japanese National or SOFA Sponsored, that individual must present a valid passport with current visa or alien registration card to the security personnel at the Main Gate in order to come aboard NAF Atsugi. FRC WESTPAC will not provide escorts for vehicles. All attendees requiring an escort must be present at the NAF Atsugi Main (Front) Gate (Google Maps pin: 35.458738,139.433580) no later than 0815 (8:15 A.M.) on 07 November 2024 to be escorted aboard the installation. Vendors are responsible for securing their own lodging and food during this event. Industry participation is voluntary and the USG will not reimburse respondents or attendees for efforts expended as a result of this notice. The government will provide draft solicitation documents describing our planned requirements in a future update to SAM.gov.
