Air Combat Command (ACC) Counter Small Unmanned Aircraft System (C-sUAS) as a Service

The Air Combat Command (ACC) is conducting market research via solicitation FA4890-261013 to identify industry capabilities for a Contractor-Owned, Contractor-Operated (COCO) Counter Small Unmanned Aircraft System (C-sUAS) as a Service. This initiative seeks a turn-key solution for the supply, operation, maintenance, modernization, and disposal of C-sUAS components to protect Department of the Air Force installations. The government envisions an initial prototype deployment at two Continental United States (CONUS) Air Force installations, with potential options to scale across additional ACC sites based on performance. Technical requirements for the service include a detection and tracking range between 3 and 5 miles for Group 1–2 sUAS, a neutralization rate of 95% to 98%, and operational uptime of 95% to 98%. The system must be capable of independent operation for up to 96 hours and integrate seamlessly with Base Defense Operations Centers, Wing Operations Centers, and Joint C2 frameworks. Compliance with the DAF Risk Management Framework, Anti-Tamper standards, and Cybersecurity Maturity Model Certification benchmarks is mandatory, alongside adherence to 10 U.S.C. § 130i authorities. Interested respondents must submit a capability statement not exceeding 20 pages by November 1, 2026. The response must cover corporate experience from the last five years, technical feasibility, operational posture regarding legal authorities, cybersecurity architecture, and recommended commercial business models for pricing and mobilization.
